Lockout/Tagout

(LOTO)

Energy-control procedures protecting workers from unexpected energization, per 29 CFR 1910.147.

What it is

Lockout/Tagout (LOTO) is OSHA’s standard for the control of hazardous energy during servicing and maintenance of machines and equipment. The standard requires written procedures, lockout devices, training, and periodic inspections.

Plain-English explanation

When a machine is being serviced, it has to be de-energized, locked out, so it can’t start up unexpectedly and injure the worker. LOTO is the procedural and equipment standard that ensures de-energization actually happens and stays in effect.

Tagout is an alternative to lockout for older equipment that can’t accept a lockout device. Tagout is a tag explaining why the equipment is out of service. Both are subject to the same standard, 29 CFR 1910.147.

Why it matters

LOTO is one of the most-cited OSHA standards. Violations are common and frequently associated with serious injury and fatality incidents.
